The largest portfolio of homes in the UK is up for sale, and could be yours for just pound;3 billion. Iranian-born tycoon Vincent Tchenguiz is looking to sell the freehold for 250,000 properties, which represents one percent of the UK#39;s entire housing stock. 1%。The sale has been exclusively targeted at sovereign wealth funds, according to the FT. Forty percent of the homes and apartments are in the South East of England, with 15,000 properties alone in London. Mr Tchenguiz is acting on behalf of the Tchenguiz Family Trust and has spoken to investment bank Lazard to help sell the portfolio, which comes with pound;2 billion worth of debts. The homes have an average remaining lease of 60 years, after which the properties will revert back to the freehold owner or be re-leased. Mr Tchenguiz told the FT the portfolio would give any buyer a safe and long-running exposure to UK house price growth. He said there had been #39;several expressions of interest in the portfolio#39;. He added that he had not decided what he would use the proceeds of the sale for. Mr Tchenguiz, along with his brother Robert, were arrested in March 2011 as part of an investigation by the Serious Fraud Office, into the collapse of Icelandic bank Kaupthing. They were questioned for 13 hours, and hundreds of documents and computer files were seized. They were eventually released without charge. Mr Tchenguiz is known for his love of parties which are adorned by good-looking young women. On one occasion Mr Tchenguiz sent all the girls at one party with pound;2,000 spending money each to go on a shopping trip in St Tropez. He was born in Tehran in 1956 and moved to London in 1980, as a senior vice-president of Prudential Bache, after completing university in Boston, Montreal and New York. /201202/169680

I visited China for the first time in nearly 20 years this past summer. Everyone talks about how much has changed, and it#39;s true. There were mule-drawn carriages in the streets of central Beijing the last time I was there. Today, not so much. What hasn#39;t changed is the air pollution. In fact, it has gotten worse. How much worse? Fortune Magazine Editor Andy Serwer devoted his front-of-the-book essayto the Chinese air-pollution problem in the new issue of the magazine. His article, ;A China crisis that#39;s here,; goes so far as to argue that the dirty air over China is a near-term political crisis for the country#39;s new president Xi Jinping. (He includes some controversial digs at a Chinese government propaganda machine that#39;s taking after U.S. icons like Apple and Starbucks in order to distract its own people.) I agree that Xi faces a crisis over this. Chinese people are willing to put up with a lot, but they are hopping mad about the quality-of-life issue that is literally in their face every day. In fact, it#39;s the one topic about which I asked everybody I met in June, when I traveled there for the Fortune Global Forum. How can the Chinese fix the problem and when will they? I asked. As you might have guessed, there isn#39;t a simple answer. Indeed, tackling the question provokes a conundrum. The only certain way to fix the pollution quickly is to slow down the industrial economy, which would cause massive unemployment, which would cause civil unrest -- exactly the problem Serwer flags regarding the pollution. Not everyone sees it that way. ;You don#39;t need to fix it everywhere,; says Ian Bremmer, who runs the global political-risk consulting firm Eurasia Group from New York. ;What they really need to do, at least in the near term, is to address the problem in the most important cities, where people are coming in from out of the country and where there is a lot of media.; To Bremmer, the air-pollution problem is a PR screw-up more than a national crisis. He argues that the quality of life is so low in much of China that what seems unacceptable to expatriates and visiting journalists simply isn#39;t top-of-mind to the average Chinese citizen. ;The comment that people wouldn#39;t take their kids out in this pollution is overblown because they can#39;t afford to take their kids out anyway,; he says. Bremmer isn#39;t saying pollution isn#39;t a problem. He notes that 16 of the 20 most polluted cities in the world are in China, and that in the long term Chinese behavior is potentially disastrous. But for the time being, he says, it will be business as usual. ;Nothing is a crisis in the making for Xi right now. He has 7.8% growth, he#39;s charismatic, and he has a good team behind him. And the rest of the world is screwing up left and right.;布莱默的意思并不是说污染不是问题。 If Bremmer is right and Serwer is wrong, it makes for a fascinating study in contrasts. One country#39;s people are relatively accepting about filthy air that threatens their lives. Another country#39;s people are practically manning the barricades over a clunky web site that is supposed to improve their health. Go figure. /201311/264262。

Many parents see business ownership as a better bet for their kids' future than a graduate degree. And in this era of renewed interest in entrepreneurship, some parents described it as the opportunity to control their destiny and have a chance at gaining wealth. Parents often say they would do anything for their child. Setting a child up in business is surely one big test of that bond. A lot is at stake: Small-business failures are common, and parents risk losing their entire investment, their life savings, or more. They also risk straining their relationships with young-adult children intent at this stage on independence. /201008/110787It probably seemed like a bright idea at the time. These campaigners launched a blood donor appeal ahead of the Olympics to get people to help replenish supplies - but they seemed to have forgotten about the weather. Wearing only skin-coloured underwear and sandals, the group were forced to brave the damp as an inch and a half of rain fell in central London. They were showing off their ;body art-ry; to raise awareness of the need for people to donate now. Britain#39;s blood stocks need to rise 30 per cent above normal levels in time for the Queen#39;s Jubilee and the Olympic Games this summer, according to the NHS. 30%。The group walked around London#39;s St Pancras Station but dared not venture outside without umbrellas. The NHS has warned that regular donors miss appointments more regularly when large public events take place because they are out of their normal routine or away.NHS警告称,当有大型活动举办时,经常献血的人通常会因为日常生活安排的改变或者外出减少献血的次数。An influx of foreign visitors in London will also increase medical need and may place pressure on certain blood groups that are more common in other countries. Some facilities extending opening hours to give donors more flexibility. It was a disappointing moment for fans of Haruki Murakami in Japan when the Swedish Academy awarded the Nobel prize for literature to Canadian author Alice Munro. Expectations were high that the 64-year-old best-selling author of critically acclaimed novels like #39;Norwegian Wood#39; and #39;1Q84#39; would finally nail the Nobel after having his name floated as a likely candidate for the prestigious award in recent years. British bookmaker Ladbrokes had him as the 3-1 favorite, while the media had been abuzz with its now annual speculation that Mr. Murakami could achieve a feat of becoming the third Japanese author to be awarded the Nobel since Yasunari Kawabata in 1968 and Kenzaburo Oe in 1994. (Kenzaburo Oe)。#39;I guess we#39;ll have to wait until next year. I believe he#39;ll get it in the near future, #39; tweeted one person who uses the Twitter handle Nash_Moser. #39;I sympathize with Haruki Murakami and how the media stirs up a fuss for missing the prize every time the Nobels are announced, #39; tweeted another person with the handle tngstn. Hours before the announcement from Stockholm, public broadcaster NHK aired a segment Thursday evening in which ardent fans of Mr. Murakami, called #39;Harukists, #39; gathered at a cafe in Tokyo with bottles of champagne lined up in preparation for a celebration. #39;I know he#39;s going to get it and I#39;m quite nervous, #39; said the owner of the cafe, who said he#39;s been a Murakami fan for 25 years. But Harukists will have another year to wait in anticipation, and even longer to find out what deliberations were behind the final choice. Plans for a #39;showcase#39; nuclear fuel processing and equipment manufacturing center in southern China were canceled a day after protesters filled the streets to oppose the project, marking a new victory for the country#39;s growing not-in-my-backyard movement. In a terse statement posted to its website Saturday, the government of Jiangmen city in southern China#39;s Guangdong province said it was no longer considering the 30 billion yuan (.8 billion), 229-hectare industrial park that had been planned for the satellite town of Heshan. #39;The government of Heshan has decided to respect the will of the people,#39; the statement said, adding that the project #39;will not be allowed to apply for implementation.#39;声明说,鹤山市政府决定尊重民意,还说对该项目不予申请立项。The statement came roughly 24 hours after a crowd of residents, estimated by authorities at between 800 and 1,000, marched near the Jiangmen municipal government compound to protest the planned industrial park. Images posted to Chinese social media sites Friday showed protesters carrying banners with antinuclear slogans and wearing face masks decorated with the Chinese character for #39;nuclear#39; crossed out. Plans for the park were developed by China National Nuclear Corp. and China Guangdong Nuclear Power Group, and were part of China#39;s push to expand nuclear power among ever-growing demand for more and cleaner sources of energy. An earlier statement from the Jiangmen government described a one-stop, world-class nuclear fuel processing facility that would stand as an #39;Asian showcase for nuclear fuel processing and related equipment manufacturing.#39;有关该工业园区的规划由中国核工业集团公司(China National Nuclear Corp.,简称:中核集团)和中国广东核电集团(China Guangdong Nuclear Power Group)共同拟定,是中国实现能源多样化、满足日益增加的清洁能源需求而发展核电的努力之一。 An official in the Jiangmen propaganda department reached by phone Saturday confirmed the government#39;s decision to scrap the plans. #39;After we began soliciting public opinion widely on July 4th, we received many responses expressing concern about this project, so we decided to cancel it,#39; said the official, who refused to provide a name. He added: #39;We canceled the project because we respect public opinion, not because we think the project is not safe.#39;这位拒绝给出姓名的官员说,该项目自7月4日普遍征求群众意见以来,由于接到的反对意见较多,所以政府决定取消立项。 Calls to China National Nuclear Corp. rang unanswered Saturday. The cancellation of the Heshan project comes two months after similar protests forced authorities in the southwestern city of Kunming to reconsider plans for a petrochemical facility and a year after residents in Sichuan province extracted promises from local officials that they would end plans for a .64 billion metals processing plant. Protests against major industrial projects in Liaoning and Jiangsu provinces, as well as in Shanghai, have had similar effects in recent years. Saturday#39;s announcement marks the first time a not-in-my-backyard protest has shut a nuclear project, potentially opening up a new front in a battle that has so far been waged chiefly around petrochemical facilities. Nimby─or #39;not in my backyard#39;─activism in China has grown in tandem with the country#39;s middle class, which increasingly finds itself willing to sacrifice economic growth in favor of environmental well-being. In a survey published in May by Shanghai#39;s Jiao Tong University, more than three-quarters of respondents said environmental protection should come before economic development, and a similar number said they would be willing to petition against polluting industries set up in their cities. The government#39;s willingness to shut such a high-profile project so quickly dovetails with the demands of a new #39;mass line#39; campaign being pushed by Communist Party leaders that aims to put the concerns of regular people at the center of policy-making. Yet in a reflection of the cynicism that campaign is meant to counter, many appeared skeptical that the project would be truly shut down. Such doubts were especially evident on Chinese social media sites, where many users celebrated and questioned Saturday#39;s announcement in roughly equal numbers. #39;I hope this isn#39;t just a delaying tactic. Maybe the government has realized the power of the masses,#39; wrote one Sina Weibo user. #39;I don#39;t dare believe this#39; declared another. Analysts say Nimby protests in China are motivated by a lack of transparency as much as by actual environmental threats, which in some cases are relatively manageable. A number of protests have erupted when residents have learned of potentially hazardous projects only as construction is about to get under way, though in Jiangmen authorities said they notified the public well in advance of the project#39;s planned start date, according to state media. The industrial park, the first planned for nuclear fuel production in southeast China, was intended to serve nuclear power plants in Guangdong and neighboring Fujian province, according to the official Xinhua news agency. It was projected to have a uranium enrichment capacity of 1,000 metric tons by 2020. Immediately following Friday#39;s protests, authorities in Jiangmen said they planned to extend the public comment period by another 10 days and invite members of the public to tour other nuclear facilities so they could better understand what was involved. The propaganda official reached Saturday didn#39;t explain why the city changed its mind. If the decision holds, it could set a problematic precedent in a country that has committed to a massive expansion of nuclear power, even after the Fukushima disaster in Japan in 2011. China has 17 nuclear power reactors in operation, 28 being built and more nearing the start of construction, according to figures from the World Nuclear Association. A number of experts, including some environmentalists, say China has little choice but to develop nuclear power, which is more efficient and much cleaner than coal. China currently uses coal to generate roughly 80% of its electricity, according to the International Energy Agency, while only around 2% comes from nuclear. /201307/248133。
