Nobody wants to insure themselves against the cost of end-of-life care没有人能保他们不需要生命终期护理GOOD news for cruise ships: the ranks of the over-65s grew by 1.4m over the past decade. But old age will not be kind to all of them. One in three will develop dementia, around one in six will end up in a nursing or care home and nearly half will need some form of care. Few will have laid plans to pay for it. The average stay in a nursing home lasts 17 months and costs 57,000 (85,000) according to the Centre for Economics and Business Research, a think-tank. People with assets under 23,250 get most of their residential care paid for but everyone else is more-or-less on their own, with the unluckiest facing bills as high as 200,000. Ever-attuned to the plight of elderly voters, the government is moving to change that. Next year it will put a cap of 72,000 on the sum that a person will have to pay towards care, and will raise the means-testing threshold from 23,250 to 118,000. The government had hoped that this reform would not just soothe elderly nerves but also stimulate an insurance market for end-of-life care. Unfortunately, that is not happening. Many people continue to assume, wrongly, that the NHS will pay, says Yvonne Braun from the Association of British Insurers. And most are overly optimistic about their health in old age, underestimating the risks and costs they will suffer. Joan Costa-Font, from the London School of Economics, adds that the idea of care insurance seems to conflict with social values. A kind of familial moral hazard kicks in, as people fear their children will no longer look after them if they are insured. Care costs are so hard to predict that insurers tend to protect themselves with big premiums, making insurance unaffordable. The governments new cap, which was supposed to sort this out, comes with alarming caveats. It does not include the cost of bed and board, which makes up a large chunk of care home costs. It is also up to local authorities to determine which care counts towards the cap, meaning people may end up spending more after all. And the cap is higher than the 25,000-50,000 recommended to the government by Andrew Dilnot, an economist who reviewed the market. According to the Institute and Faculty of Actuaries, the real maximum of self-funded costs might be around 140,000. “Like the rest of the industry, we couldnt make it pay,” says Stephen Lowe from Age UK, a charity that also sells insurance. If a care insurance market fails to materialise, alternatives will be available. Worried middle-aged folk might take out immediate-needs annuities, which give fixed care payouts for life in return for a lump sum. Some insurers are starting to offer a care element as part of their life-insurance policies. Zurich Insurance, one of Britains largest insurers, looked into offering care-only insurance but found that people much prefer a guaranteed payout over the “risk” of not needing care and losing their premiums altogether. From next month it will offer a new policy that allows people to withdraw a portion of their life insurance, which normally only pays out at death, as soon as they need care. From next month much will change for retirees, as the government drops the requirement to buy annuities with private pension pots. The government hopes that people will use the new flexibility to plan for their old age, including the possibility that their final years will be spent in a nursing home rather than on the Costa del Sol. But Richard Sadler from Zurich points out that most people do not even save enough for retirement—something they are fairly certain will happen and even look forward to. It is less likely they will save for long-term care, which they think and hope they will never need. 译者:张娣 校对:石海霞 译文属译生译世 /201503/365474Anyway, Chris is like a dear something to me. I don‘t know how to explain it,我也不知道怎么说a gay man I can rub, I can I can do that with,可能因为他是同性恋吧Yeah, that makes.. Its differ, I wouldnt do that with a girlfriend. I will feel weird join in a photograph like that with a girlfriend和女性朋友拍那样的照片感觉怪怪的What! These included a much-needed 15 billion (24 billion) for roads, as well as 2.3 billion for flood defences. Mr Alexander tried to make much of the coalitions plans on housing, too, trumpeting 13,000 new homes to be built at Bicester, a town in Oxfordshire, which would then be designated as a garden city. The government will need to do much more, however, to solve Britains housing problem. On average, 140,000 homes have been built in each of the past four years, far fewer than the 240,000 new houses needed annually. With supply constrained, house prices continue to rise, by 19% in London over the past year. There is an estimated deficit of as many as 1m houses. Bicester is in the arc north and west of Londons green belt that is ideal territory for more house-building: it is good for commuters to the capital and other hubs of employment such as Oxford and Cambridge. It is the arc where, after the second world war, the government built several garden cities—new towns that combined employment with a pleasant place to live. Bicester has good transport links and plenty of brownfield land (most of the new homes will be on land now owned by the defence ministry). It also has an MP who supports more construction. Yet the Bicester houses are “not even a drop in the ocean,” says Paul Cheshire of the London School of Economics. The politicians are just going through the motions, he says. “This is political window dressing.” And that is assuming the homes even get built. Construction at the other recent attempt to fashion a new garden city—in Ebbsfleet, south-east of London—has barely begun. Locals in Bicester are not pleased, either, raising familiar concerns about crowded schools, bad traffic and stretched health care. “We dont even have a proper hospital,” says Claire, a hairdresser. “How are we going to support 13,000 more homes?” 发型师克莱尔说,“我们甚至都没有足够大的医院,怎么撑13000多户人家的正常运转呢?”Meanwhile, Mr Alexander suggested another solution to the lack of housing: the first government involvement in house-building in a generation. He announced a pilot scheme near Cambridge to build 10,000 new homes, warning developers, “If you dont build, we will.” The answer is simpler, says Mr Cheshire: the government should amend planning regulations to allow construction on the green belt. “Nothing short of radical” solutions will solve the problem, he says. But the benefits of such changes take a long time to filter through. The drawbacks for NIMBYs are apparent immediately, especially just ahead of an election.
