  • China gets it. Russia doesn#39;t. For now, Vladimir Putin appears to be outsmarting the West. The Group of Seven nations called on Russia Wednesday to #39;cease all efforts to annex Crimea#39; and condemned its #39;unprovoked violation of Ukraine#39;s sovereignty.#39; But there was no sign of real, meaningful sanctions. And that#39;s because Europe--for now--needs Russia#39;s gas. The good news is that future Russian presidents will find it harder to follow in Mr. Putin#39;s footsteps. In due time, capacity improvements in world energy markets will erode Russia#39;s ability to use its mammoth supplies of natural gas to hold its neighbors hostage. Russia will eventually have to join, rather fight against, the modern global economy. It#39;s as if the protesters who ousted Ukraine#39;s Russia-leaning President, Viktor Yanukovych, moved a few years too early. By contrast, policymakers in that other former communist power seem to understand that the world is changing and that their economy#39;s standing hinges upon integration rather than isolation. China is hardly a model international citizen--it engages in restrictive trade practices, cyber-spying and saber-rattling over regional territorial claims. But at least some key officials--notably People#39;s Bank of China Governor Zhou Xiaochuan--are deliberately setting a path of liberalization that will eventually compel their country to fall in line with international norms. This week, Mr. Zhou announced that interest rate policy would be fully liberalized in one to two years and that a fully floating, convertible yuan wouldn#39;t be far behind. His comments didn#39;t grab headlines in the way that Mr. Putin#39;s troop maneuvers in Crimea did. But these actions will generate market pressures that will drive further political and economic reform in China, shifting it toward a more market-driven and consumer-focused economy to the benefit of its own citizens and those of rest of the world. Once China removes a cap on deposit rates and forces banks to compete for savings, the artificially cheap borrowing rates that have propped up thousands of inefficient government-connected enterprises and allowed them to flood the world with cheap goods will have to be phased out. Next, as local banks#39; profit margins shrink, the government will need to fully open up the Chinese capital account. This will bring welcome cheap foreign capital into the economy, but it will also radically shake up the hitherto cloistered Chinese financial system. The end result will be a wholesale restructuring of the Chinese economy, which in turn will test the viability of a centrally planned system and the Communist Party apparatus that has thrived off it. Big changes are afoot. These are incredibly bold moves in China. But they are also realistic and pragmatic. With financial innovations --digital currencies, for example--making it ever harder to shut out world economic forces, Beijing knows it can#39;t swim against the tide. The evolving Chinese model recognizes that in the 21st century, true power comes from a nation#39;s ability to harness the innovative drive of global competition. In Russia, by contrast, power is seen as a function of military might and control of natural resources. But this model of power is at the mercy of changes in the rest of the world#39;s energy capacity. Just look at Venezuela, which for many years used its oil monopoly to cajole Latin American states into defying the liberal economic prescriptions of the Washington Consensus. With technological advances now allowing the U.S. to extract ever growing amounts of domestic shale oil and gas, Venezuela#39;s influence is rapidly waning. Not coincidentally, it is now gripped by a roiling financial and political crisis, with inflation hitting 56%. For now, Russia is avoiding such a fate. The E.U.#39;s hands are tied so long as it needs Russian gas to keep the power on. The U.K. foreign secretary#39;s suggestion this week that the E.U. will purchase more gas from the U.S. wasn#39;t much of a threat while the infrastructure needed to get liquefied natural gas across the Atlantic is still lacking. The best anyone could suggest was Poland#39;s idea that E.U. member countries pool their bargaining power and jointly negotiate gas contracts with Russia. But Russia#39;s belligerence in Ukraine will inspire an acceleration in the upgrade of production infrastructure elsewhere. What better reason to open up hydraulic fracturing, or fracking -- the technology behind the U.S. shale revolution -- in hitherto inaccessible gas fields in Eastern Europe and the U.K.? And there#39;s now greater incentive to build the liquefaction and re-gasification plants, along with the shipping ports and vessels, that will transport U.S. LNG into Europe#39;s power generation plants. Such advances could quickly challenge Russia#39;s closed model of economic and political power. With energy export revenues shrinking, speculators would attack the ruble, eventually running Moscow#39;s sizable foreign-currency reserves dry and forcing a depreciation that provokes defaults by Russian companies on their dollar-based loans. Much like 1998, wealthy Russians would again flee into dollars, euros or pounds, and inflation would return along with economic and political chaos. These changes won#39;t happen overnight. But this is exactly the path that Mr. Putin is laying out. /201403/279767。
  • South Korean military divers worked into darkness Wednesday to search for close to 300 people missing after a ferry sank near the country#39;s southwest coast, in what many fear will become one of the nation#39;s worst passenger-ship disasters. Most of those missing are 16- and 17-year-old students from a high school near Seoul who were headed for a spring vacation, officials said. Murky waters and fast currents hampered the search for people as ships and aircraft scoured the area during the day. As the day unfolded, a drama that played out on national television took on increasingly nightmarish proportions. Parents of the students on the trip said they were initially informed by the coast guard that all had been rescued. Later, local media reports said most of them were safe, but by evening it became clear that just 75 of the 325 students who were on board were among the rescued. There were 462 passengers and crew on board. Four people were confirmed dead, coast guard officials said, and at least 174 were rescued. The passenger ferry was traveling to the resort island of Jeju from a port near Seoul when it flipped over and sank in just two hours. The cause of the disaster wasn#39;t clear. The ship sent out a distress signal around 9 a.m. local time close to the island of Jindo, off the southwest coast of the peninsula, where it capsized. Survivors spoke of a loud thumping sound and then a sudden lurch by the boat to one side. #39;Students were tumbling in all directions,#39; survivor Kim Hong-kyong, 58, told South Korea#39;s Yonhap News. Teams of divers searched the ship in relays as concerns rose that many of the passengers and crew may have been caught in the vessel as it rolled over. Only a small part of the bow of the ship remained above the waterline. In the initial rescue effort, from local TV stations showed South Korean navy forces clambering across the walls of the ship as it lay on its side, pulling passengers through hatches and windows. Helicopters lifted survivors away. Other passengers emerged from the ship after it had almost fully rolled over near the waterline and scrambled onto small boats. Air escaping from the sinking ship created a huge spray. The USS Bonhomme Richard, which had been on patrol in the Yellow Sea, joined the rescue effort. Most of the passengers were students from Danwon High School near Seoul, traveling to Jeju for a brief vacation. Students from their level at the school take a spring excursion before the pressure of college entrance examinations takes over a year later. #39;Other kids tripped over and hit themselves against the compartments of the cabin,#39; a 16-year-old survivor identified only by her family name, Jeong, told Yonhap. Mr. Kim said he and other passengers made a rope out of curtain cloth to pull kids up from lower levels of the boat. Other kids remained behind because they were advised by the ship#39;s crew to wear life vests and wait for the right time for their rescue, he said. Parents quickly gathered at the high school seeking news about the sinking. In chaotic scenes at the school auditorium, some yelled at school officials and frantically tried to make phone calls to their children. One woman shouted: #39;they [the teachers] should hold responsibility if anything happens to my son.#39; Another burst into tears upon hearing the news of one student#39;s death. Kang Eun-gyung, the aunt of one of the students on the trip, said she was worried about the possibility of people being trapped inside the hull of the ship. #39;I called my nephew#39;s mobile phone time and time again but I couldn#39;t talk to him. Maybe he dropped his phone in the sea. I just hope he#39;s OK,#39; she said. With details about survivors haphazard, about 200 family members took buses provided by the school to Jindo, where many of the survivors were taken. The high school became the site of a makeshift vigil as family members, school staff, journalists and other students mingled in the brightly lit hallways. On a white board in the faculty office, someone was keeping a running chronology of the traumatic day in scribbled black marker. At 10:32 a.m., less than two hours after the ship sent out its distress signal, the handwritten note : #39;As long as the kids aren#39;t in shock, we can rescue 100% of them!#39;上午10:32,也就是在轮船发出求救信号不到两个小时之后,一条手书信息的内容是:只要孩子们不发生恐慌,他们就能100%获救。Authorities said that changes in the number of passengers and crew that had been rescued were due to repeat counting of some figures. Of the four confirmed deaths, one body was of a female crew member and one male high-school student. The others hadn#39;t been identified. Survivors with broken bones and other injuries were taken to nearby hospitals. Two Filipinos working on the ship were confirmed as rescued, the Philippines Foreign Ministry said. The 425-kilometer route of the ferry from Incheon to Jeju is one of the most common in South Korea. The ship, a 6,825-ton vessel named Sewol--meaning #39;time and tide#39; in Korean--could carry up to 921 passengers and was operated by Chonghaejin Marine Co. The company plies the route twice a week. The coast guard said weather conditions were clear and calm in the area where the ship sank, with visibility also good. An official at Cheonghaejin Marine said he didn#39;t think the ferry had deviated from its usual route. Company officials said the captain of the sunken ferry, who was rescued, is a 69-year-old veteran skipper with a career of over 20 years in operating ferries. Identified only by his family name, Lee, the captain has been on the Incheon-Jeju ferry service for eight years since joining the company in 2006. The sinking marks a second accident for Chonghaejin in less than a month. Another smaller ferry operated by the company collided with a small fishing boat on March 28 on its way from Incheon to the island of Baengnyong in the Yellow Sea. The firm attributed the accident to dense fog, and no casualties were reported. The worst passenger ship incident in South Korean history was in December 1970, when a ferry carrying nearly 340 people capsized near Busan, South Korea#39;s second-largest city--killing more than 320 people. Investigators found that ferry, the Namyeong, which was traveling from Jeju, had been overloaded with cargo and passengers. In October 1993, another ferry, the Seohae, sank in the Yellow Sea off the coast of Busan with 362 people on board--more than 100 over the ship#39;s maximum capacity. The incident left 292 people dead.1993年10月,另一艘渡船Seohae号在釜山附近的黄海海域沉没,船上搭乘了362人,比该船允许搭乘的最多人数超出了100多人。 /201404/288629。
  • Inside the K11 Art Mall, an elevator ride away from Burberry, Chloé, Balenciaga and other high-end shops, hundreds of people line up each day to see very different kinds of luxury items on display. An exhibition of 40 paintings by Claude Monet, billed as the largest-ever show of the Impressionist’s work in China, opened in March in a basement gallery space of this retail magnet. On a recent Sunday, 600 people at a time filled the two rooms of the gallery space to see “Monet: Master of Impressionism,” on view until June 15. The approximately 300,000-square-foot art mall opened in May 2013, and it’s not the only one. Many malls in China now make art-viewing part of the shopping experience, with some devoting themselves equally to exhibiting art and selling merchandise. The K11 Art Foundation claims to have pioneered the concept, known as museum-retail: Each of its art malls have an in-house team that programs the gallery’s offerings and coordinates how other work appears throughout the building.K11艺术基金会声称自己开创了这个被称为“物馆-零售”的概念:它的每个购物艺术中心都有自己的团队,策划艺术馆的展览,协调整个建筑里所有其他物品的展示方式。As art and commerce mix in China, this art-retail concept has become a formidable trend in shopping-happy Shanghai. Here, art is used as a marketing tool to lure shoppers away from competitors. Those at the helm also see such exhibitions as viable forms of art education in a country where access to art can be limited to the rich and malls are destinations for young people and a new generation of wealthy women. K11 Art Foundation, a nonprofit organization registered in Hong Kong, showcases around 20 works by emerging Chinese artists and blue-chip staples at each of its two K11 Art Malls in Hong Kong and Shanghai, along with holding regular exhibitions. At the top of an escalator at the Shanghai mall, a Damien Hirst sculpture of a naked, headless pregnant woman greets shoppers. Near an organic cafe, an interactive work by the Shanghai art collective island6 plays a loop of a woman pacing with shopping bags.K11艺术基金会是在香港注册的一个非营利组织,它在香港和上海开设了两个K11购物艺术中心,分别展示了中国新晋艺术家和世界艺术大师们的约20件作品。 Over the coming five years, K11 aims to open iterations of its museum-retail centers across China — in Beijing and Guangzhou, and in rapidly developing cities like Shenyang, Tianjin, Haikou, Ningbo and Guiyang. Two will open in Wuhan. Usually the shows are free, but for the Monet show, tickets cost 100 renminbi, about , to offset the cost of shipping, handling and security for the works, which have been loaned by the Musée Marmottan Monet in Paris. After leaving the show, visitors can buy ephemera like framed posters of water lilies at a gift shop. The works on view at K11 are not meant to be for sale. Other art malls, however, tack on the dressings of the museum or gallery experience by adding rentable gallery space or staging sporadic mall-wide exhibitions in collaboration with artists, curators or galleries, sometimes making works available for purchase.K11展示的作品不是用来销售的。 K11’s first mall opened in 2009 in Hong Kong, the hometown of its founder and chairman, Adrian Cheng. Retail-empire building runs in his family: His grandfather is the jewelry-store mogul Cheng Yu-tung, one of the richest people in Hong Kong. Mr. Cheng, an avid art collector who was educated in the ed States, started the foundation in 2008 after moving to China.K11的第一个购物中心2009年在香港开业。 “At that time, China was like the Great Gatsby,” he said in Hong Kong, where he organized a show of Zhang Enli paintings under the K11 banner during the Art Basel show there.“那时候,中国就像《了不起的盖茨比》(Great Gatsby)里的情形,”郑志刚在香港说。 He said his malls provided education, like tours and lectures, about new Chinese artists and art in general. “I have the resources,” Mr. Cheng said, adding, “Chinese audiences, or even Western audiences, are not really sure what’s going on with contemporary emerging Chinese artists.” Mr. Cheng’s foundation often supplies its two art malls with work from its two K11 Art Villages, in Wuhan and Guiyang, where Chinese artists can apply for residencies. Just before the Monet exhibition, the gallery space held a show produced by artists at these villages. Within the mall itself, Eric Chan, K11’s director of operations in south China, said the focus was on creating a “nonthreatening setting” for viewing art. “A lot of people in China think that art is for very rich people and get intimidated,” Mr. Chan said. Galleries aim to attract 25- to 50-year-old women — “the sophisticated lady,” he said — with children’s art classes and collaborations within stores. The MaxMara store at the mall, for example, exhibited works by three Chinese artists that all used the brand’s signature coat.“在中国,很多人认为只有富豪们才能享受艺术,对艺术感到畏惧,”陈健豪说。 Other malls in Shanghai have begun to capitalize on the publicity that high-profile exhibitions can bring. Last fall Jing’an Kerry Center, a chain throughout the city, held a 25-year retrospective of photography from Elle China; LVMH’s L’Avenue held an exhibition of works by the conceptual artist Xu Zhen last year; and in November the new IAPM Mall threw an exhibition opening for David LaChapelle’s photographs of the new line of Tod’s handbags. “Contemporary art in China is categorized within the realm of luxury goods,” said Mathieu Borysevicz, the founder and director of BANK gallery in Shanghai, who has worked in the Chinese art world since the 1990s. “Now the malls themselves have taken the initiative to embrace contemporary art. Of course what starts out as grossly superficial may, hopefully, lead to sincere interest in the future.”“中国当代艺术被归属于奢侈品范畴,”上海BANK画廊的创始人、总监马蒂厄·柏利塞维兹(Mathieu Borysevicz)说。 Not all the shows are tied to fashion. On May 30, Réel Shanghai Department Store opened an exhibition titled “In and Out” with works by artists from ShanghART, one of the city’s premier galleries. The monthlong exhibition focuses on installations best served by the large space, like a small aircraft mounted on wheels by Shi Yong, whose work encompasses photography, performance art and installations. The painter and installation artist Han Feng’s floating city of parchment paper is featured, as is work by Xu Zhen, who produces pieces with a company of around 30 people under his name. The opening also inaugurated a new gallery space on the top floor of the mall. The idea of an exhibition at the mall, located at the busy Jing’an subway stop, intrigued ShanghART’s director, Lorenz Helbling. “Art needs to be shown to the public,” said Mr. Helbling, who founded the gallery in 1996. “As long as it is done honestly and with respect to the art and artists.” He said that in Shanghai, mixing art with commerce was not just a trend, but a tradition: One of the city’s first major contemporary art exhibitions, “Art for Sale” in 1999, was staged in a shopping center. Inside the Monet exhibition, Mr. Chan, K11’s director of operations, pointed out a painting of the bridge in Giverny. It closely resembled Monet’s “Le Pont Japonais” (The Japanese Bridge), which was sold to an Asian bidder at Sotheby’s in New York on May 7 for .9 million. “We have a lot of collectors visit,” Mr. Chan said, smiling. “We wonder: Maybe he was inspired by our exhibition?”“有很多收藏者来访,”陈健祥微笑着说,“我们在想:也许他是受到我们展览的鼓舞而来的?” /201407/308997。
  • On Tuesday, HP announced the sudden resignation of interim board chair Ralph Whitworth effective Wednesday. The activist investor is also taking a leave of absence from the company he co-founded, Relational Investors, for health reasons. This is not good news for CEO Meg Whitman, who joined HP’s HPQ -1.12% board in January 2011 and became CEO that same year in September. Despite the nearly billion write-down of HP’s Autonomy purchase in November 2012 and lingering concerns about HP’s business model and strategy on her watch, Whitman has survived atop HP much longer than her predecessor Leo Apotheker did. (He served less than a full year.) Her survival has been aided in large part by Whitworth’s evident patience and support since he joined the board in November 2011 and then became interim chair in April of last year. Whitman has benefited from the respect other shareholders have for Whitworth—and his presence and optimism have reassured HP shareholders about the company’s course, keeping them at bay. The mutual respect between the CEO and chair was evident in their statements in the tech giant’s press release announcing Whitworth’s departure. Former J.C. Penney JCP -1.61% CEO Ron Johnson likely wishes he’d had Whitman’s situation. In his case, shareholder activist Bill Ackman, who served on the J.C. Penney board, had recommended the former Apple executive for the top spot at the retailer. But Johnson was out the door in less than two years. Patience had run out. “Ralph was a big asset to corporate governance at HP,” says John M. Nash, founder and president emeritus of the National Association of Corporate Directors. When Whitworth was president of the ed Shareholders Association, Nash and Whitworth used to spar on TV about governance issues, Nash says. “We agreed to disagree and we always respected each others’ opinions,” Nash told me. (Full disclosure: Nash has worked with my company.) HP’s latest voting materials described some of the firm’s accomplishments during Whitworth’s tenure. The company was one of the first to allow shareholder nominated directors, under certain conditions, to be included in the company’s official voting materials. In July 2013, the company hired three new directors. And the board expanded its outreach to shareholders on Whitworth’s watch. HP had a lot to do to rehabilitate its governance image. Today, HP is no longer the laughing stock it once was in the corporate director community. It will be difficult for HP’s board to continue effectively in Whitworth’s absence. When Whitworth was appointed as interim chair in April 2013, I wrote that, “Whitworth has pledged that the board will recruit a chair presumably outside the ranks of existing members.” In July 2013, three new directors joined the board. But none have governance running through their veins, like Whitworth has, and none would provide the shield from shareholders that CEO Whitman has enjoyed. As of February 2014, the board reported that it was still searching for a suitable chair candidate. Giving the chair role to Whitman now would be a big mistake for HP, the board, and Whitman herself. But it’s possible the board will make that mistake. While the shareholder voting materials earlier this year said that, “The Board’s preferred governance structure is to separate the roles of Chairman and CEO because it allows our CEO to focus primarily on our business strategy and operations,” later on, the same document equivocates. “This reflects the Board’s preferred governance structure of a separate Chairman and CEO, but the Board’s leadership structure may vary in the future as circumstances warrant.” HP has many challenges ahead. At the end of June, HP had good news on the Autonomy front when it reached settlements in three shareholder lawsuits, the Wall Street Journal reported. But, as the Journal pointed out, regulatory inquiries are ongoing. Apple’s AAPL -1.78% new partnership with IBM IBM 0.07% is just one example of a host of competitive struggles the company faces. Relational, Whitworth’s firm, has been a major owner in HP stock. If the board is smart, they will consider extending an offer to Dave Batchelder, Relational’s other co-founder, to join the board and take the interim chair spot until a permanent chair is selected. Batchelder, like Whitworth, is respected in both the shareholder and board member communities. He could stabilize the board and help ensure HP finds the right permanent chair. Such a move would also give Whitman more time to focus on her responsibilities as CEO of HP. I’m thinking she could use it. Eleanor Bloxham is CEO of The Value Alliance and Corporate Governance Alliance, a board education and advisory firm. (The Value Alliance and Corporate Governance Alliance,http://thevaluealliance.com)首席执行官。 /201407/313371。
