Pope Meets Abuse Victims as World Youth Day Ends教皇晤受过神父性侵害澳大利亚人 Pope Benedict XVI has met privately with Australians who were sexually abused as children by priests. The pontiff held prayers and spoke with them Monday at the conclusion of a nine-day visit for World Youth Day, an international Catholic festival. The issue of abusive clergy in large part overshadowed the pope's visit to Australia for World Youth Day. After earlier apologizing for the "evil" perpetrated by pedophile priests, the pope met a small group of victims - two men and two women chosen by church officials - at a mass in Sydney. The Vatican said in a statement that Pope Benedict had "listened to their stories and offered them consolation." Support groups for other victims dismissed the meeting as a publicity stunt. Anthony Foster, whose daughters were raped by a priest, has expressed his disappointment… It's been done in a very secretive, underhanded way that shows no care or compassion for us or a great body of victims," he said. Despite the abuse controversy, the pope says Sydney's World Youth Day has been a success. World Youth Day has shown us that the Church can rejoice in the young people of today and be filled with hope for the world of tomorrow," he said. "Dear friends, as I depart from Sydney I ask God to look down lovingly on this city, this country and all its inhabitants." During his visit, the pontiff not only addressed the issue of sexual abuse by the clergy, but spoke of his concerns for the environment and called on young people to save the world from greed and 'insatiable' consumerism. Catholic leaders in Australia hope that World Youth Day in Sydney will herald the start of a religious revival in a country considered in a recent German study to be one of the most godless in the western world. Over 170 nations were represented at the festival, attracting more visitors to Sydney than the 2000 Olympic Games. The next World Youth Day will be held in the Spanish capital, Madrid, in 2011. Leaders of Europe's major economies vow to do their utmost to prevent the 27-member EU from being hit by a major economic crisis. Leaders of Germany, France, Italy and Britain have agreed to sign a formal pact to support their financial banking sector that is being beaten by the world financial crisis. French President Nicolas Sarkozy - whose country currently heads the European Union and who called the Paris summit - outlined several other areas the leaders agreed on. Mr. Sarkozy said the countries will coordinate with other states in dealing with the crisis, and that they will demand EU regulators be flexible in aiding businesses. But he said they also agreed that business executives be responsible for their failures. The governments also called for global leaders to meet as soon as possible to deal with the financial meltdown. British Prime Minister Gordon Brown said EU leaders agreed to release about billion to help small business deal with the crisis. And he sounded a note of assurance when it came to banks. As our central banks are aly doing, liquidity will be assured in order to preserve confidence and stability. We agreed that we must do more to coordinate our response in times of crisis and in the interest of stability," he said. Also attending the summit were the European Central Bank head, the prime minister of Luxemburg who is also head of the Eurozone group, and the head of the European Commission. 200810/51917Bush: Stimulus Plan Will Help US Economy布什:刺激经济计划将有助于经济 President Bush says he is confident tax incentives and tax rebates will make the U.S. economy "stronger than ever before." President and Congress agreed on a temporary stimulus plan last month after rising energy prices and falling property values slowed economic growth. President Bush says the government has taken decisive action to ease the pains of a slowing economy by agreeing to tax incentives for businesses and tax rebates for more than 130 million households. I fully recognize that people are concerned about our economy, but they must understand that this package has yet to fully kick in yet," he said. "We have taken action, but it is going to take awhile for the economy to feel the effects of this good law that I have signed." Mr. Bush spoke to reporters at a printing plant in the state of Virginia. The visit was meant to highlight tax incentives for businesses to invest in new equipment this year. Small business owners are dreamers and doers," he added. "And we want to watch them and help them expand, because as they expand, more and more people find work. We are in a rough patch right now in our economy, but I am confident that in the long term we will come out stronger than ever before." Two government reports show further evidence of a slowing economy. The Commerce Department said sales of newly built homes last month fell to the lowest level in 13 years. The median price of homes sold was down nearly three percent from a year earlier. 3%。The number of unsold homes on the market held steady from January, creating the biggest inventory of residential property in more than 26 years. That is partly the result of banks trying to resell homes they have foreclosed on because owners could not make higher payments on adjustable-rate mortgages. A separate government report showed a second straight month of declining U.S. manufacturing activity as orders for items intended to last more than three years dropped 1.7 percent. Demand for manufacturing equipment fell more than 13 percent, the largest drop on record. Consumer confidence is also down. A regular survey of 5,000 American households found consumer confidence in the economy at a five-year low. Expectations for future business conditions, jobs and income are at a 35-year low. A public-opinion poll this month by N News and the Wall Street Journal found that two-thirds of Americans disapprove of the president's handling of the economy. The economy has now replaced the war in Iraq as the number-one issue for voters before the November presidential election. 200803/32439

UN: 32 Million Refugees in Need of Protection and Care联合国:3千2百万难民需要照顾 The U.N. refugee agency's annual conference opens in Geneva on Monday. Representatives from the UNHCR's 76-nation governing body will attend the week-long meeting to set the work agenda for the coming year. They will focus on the needs and actions to be taken on behalf of some 32 million refugees, internally displaced, and stateless people that come under the care and protection of the UNHCR. The conference will be asked to approve a budget of .8 billion for the coming year. This large amount of money reflects the growing needs of tens of millions of people forced to flee their homes because of conflict and persecution. U.N. refugee spokesman, Ron Redmond, tells VOA, refugee and asylum issues have become more complex in today's world. You have got environmental degradation which is forcing people to go on the move," he said. "You have got increasing competition for scarce resources, which can result in conflicts which then in displacement. In Darfur, Chad would be an example of that among other things. The UNHCR now cares for some 11 million refugees as well as 14 million internally displaced people. They, unlike refugees have not crossed international borders, but remain uprooted in their own countries. Redmond says there are a number of protracted refugee situations that are of great concern. He says millions of uprooted people have been living in camps for decades with no prospect of going home. He says U.N. High Commissioner, Antonio Guterres, has launched a special initiative, which he will discuss during the upcoming conference, aimed at finding solutions for five protracted refugee situations. These include Eritrean refugees in eastern Sudan, Burundian refugees in Tanzania, Croatian and Bosnian refugees in Serbia, Rohinga refugees in Bangladesh and Afghan refugees in Iran and Pakistan. He says the UNHCR also is concerned about overall migration patterns in the world. He says refugees often are denied asylum because they are confused with migrants who go to other countries for economic reasons. One of the major migration patterns we see, of course, is from Africa across the Mediterranean toward Europe as well as using other routes," Redmond said. "Every week, we hear about people from sub-Saharan Africa, for example, getting in boats and going toward the Canary Islands. Just about every week now, we also hear about Africans dying in the Gulf of Aden, Africans fleeing the Horn of Africa, particularly Somalia." While major concerns persist, UNHCR spokesman Redmond says there also are many successes. Last year, he notes more than 700,000 refugees and two million internally displaced people went home, many from the Great Lake Region of Africa. Since the overthrow of the Taliban in 2002, he notes more than four million Afghans have returned home from Pakistan and Iran. 200810/51632

The heads of the government and opposition in Kenya have signed a power sharing agreement aimed at ending the crisis over December's disputed elections. The agreement was reached after a day of talks mediated by former U.N. Secretary-General Kofi Annan and the Chairman of the African Union Jakaya Kikwete. Kenyan President Mwai Kibaki and opposition leader Raila Odinga signed the agreement before international diplomats and representatives of the Kenyan government and opposition. Chief mediator Kofi Annan said that the two leaders had agreed on a government structure after five hours of intensive talks. I am pleased to be able to tell you and all the citizens of Kenya that the two parties this afternoon completed the work on agenda item three, how to overcome the political crisis," he said. The two sides agreed to the creation of the posts of prime minister and two deputy prime ministers. The prime minister is accorded authority over the ministries. The prime minister is to be nominated by the largest party or coalition in parliament and can only be removed by a majority vote of the national assembly. This position is seen as going to Mr. Odinga. The accord also calls for distribution of the ministerial posts according to the relative strength of each party in parliament. And it calls for the changes to be enacted by constitutional amendment, a major demand of the opposition. Mr. Kibaki and Mr. Odinga pledged to ensure that the accord is implemented and called for unity among all Kenyans. Mr. Annan commended the two parties, saying they reached a common position for the good of the nation. And he had a message for the citizens of Kenya. Compromise was necessary for the survival of this country," he said. "Support this agreement, for it is the key to the unity of Kenya. It is the foundation for national reconciliation and it is the springboard for national recovery." Parliament is to convene next week (Thursday) to enact the measures. Mr. Annan said the negotiations would resume Friday on long-term issues such as constitutional reform and ways to end inequalities in land and wealth distribution. The two sides have been meeting for nearly five weeks in an effort to find a political solution to the Kenya crisis. One thousand people were killed and several hundred thousand were displaced in the violence that erupted after Mr. Kibaki was declared the winner of a presidential election that the opposition says was rigged. Mr. Annan had suspended the talks Tuesday, saying they were going in circles and that he would engage the two leaders directly to try to break the deadlock. Tanzanian President Kikwete flew to Nairobi Wednesday to add the weight of the African Union at what was seen as a critical phase of the negotiations. 200802/28030
